鳳山水庫水面型光電安全無虞 蔡秉璁酸陳菁徽打臉韓國瑜
Newtalk新聞 國民黨立委陳菁徽發了一篇長文，把鳳山水庫的水面型光電和大坪頂暫置場混在一起痛罵政府，民進黨高雄市第三選區議員參選人、立委邱志偉團隊執行長蔡秉璁指出，陳菁徽不只通篇沒有科學證據，也沒有法規依據，只有假裝生態保育，實則造謠抺黑、製造對立，也打臉前高雄市長韓國瑜和同黨議員蔡武宏。 蔡秉璁表示，鳳山水庫水面型光電是韓國瑜市長任內許可，水庫設置光電版不是台灣獨創，全世界早有實例。首先，公文上寫得清清楚楚，鳳山水庫水面型光電，市政府的籌設許可是2019年5月27日發文，當時的市長正是韓國瑜，陳菁徽立委對水面型光電有意見的話，要不要先回立法院問問韓院長為什麼許可？ 其次，經濟部也說明，鳳山水庫並沒有被列為重要濕地，水質監測也都沒有問題，水庫的水面更和濕地八竿子打不著關係。而且鳳山水庫為「工業用水庫」，與民生用水無關。結果陳菁徽卻說什麼「生態被破壞」、「濕地被光電覆蓋」，完全是錯誤指控。 蔡秉璁說，「浮動式太陽能光電」在國際早是成熟技術，像英國的Queen ElizabethII水庫、韓國的陝川水壩、日本兵庫縣西平池及東平池都早已設置水面光電，這些設施經過多年運作，並未對水質造成污染。光電板由玻璃、鋁框、矽晶與EVA膜等材料構成，不會溶出毒性物質或污染水體，清洗也使用清水而非化學藥劑。 陳菁徽還指控「大坪頂暫置場」是所謂「柏油山」，這點更是離譜。事實上，高雄市政府早已澄清：該區域是小港污水接管工程承包廠商依法設立的合法暫置場，並不是非法堆置廢棄物。現場未堆置外來廢料，使用範圍僅0.5公頃，符合都市計畫與土地管制規定。根據民進黨議員黃彥毓會勘結果，這是公用事業工程必要的施工暫置點，現場沒有開挖情形，水利局與都發局也確認該暫置場合法。 更可笑的是，這起案件原本是國民黨議員蔡武宏協助合法申請的工程，結果陳菁徽與柯志恩卻跑來帶風向抹黑，連自己人都打到臉腫，藍營內部不只上演鬧劇，還想誤導民眾，實在荒唐。 蔡秉璁強調，太陽能板沒有毒、清洗用清水、國際早有案例，這些都是事實，但陳菁徽立委選擇忽略專業、無視證據，難道只為了製造對政府的不信任嗎？一個連水庫性質都搞不清楚的立委，真的有資格談能源政策嗎？延伸閱讀：狠酸柯志恩又翻車 黃彥毓：大坪頂烏龍爆料打到自家議員！ 高市府控烏龍爆料 柯志恩秀會勘照：市府神經錯亂嗎？大坪頂的污水工程物料暫置場 高市府：合法使用未違法開挖大坪頂污水工程物料暫置場為合法使用 高市府再駁柯志恩烏龍爆料 烏山頭水庫光電掀風波 陳亭妃要中央2032年後不續租 中國稀土管制影響台灣？經濟部這麼說…

高市府指稱「為選舉扭曲事實」 柯志恩：到底是誰在幫業者解套？
