川普課100%藥品關稅 行政院：持續與美爭取優惠待遇
Newtalk新聞 美國總統川普（Donald Trump）宣布，針對不在美國製造而且沒有最惠國待遇的專利藥物，將徵收100%的懲罰性關稅，且台灣沒有在豁免國名單中。對此，台美經貿工作小組今（3）日表示，該行政命令中指出，將於一年內檢討學名藥豁免的存續，我方將持續與美方積極溝通，爭取我優惠待遇。 台美經貿工作小組今表示，美國公布的藥品232關稅行政命令，是對進口的專利藥品及其原料課徵100%關稅，惟對與美國政府簽訂回流生產或最惠國藥價協議的企業，給予暫時性更優惠稅率。 台美經貿小組指出，根據我國2024年藥品出口統計，出口美國學名藥計新台幣84.72億元，佔整體輸美製劑外銷產值86.5%，此部分屬暫時豁免範籌；而專利藥計新台幣13.2億元，佔整體外銷產值13.5%，目前已規劃設廠。此外，罕見疾病用藥及疫苗部分，初步分析並無國產藥外銷美國之情形，整體評估對我國藥品產業之影響可控，政府將持續與業者密切合作，共同因應。 台美經貿工作小組表示，在於美東時間1月15日所簽訂的「台美投資合作備忘錄（MOU）」中，即已載明學名藥及其原料豁免對等關稅，而於美東時間2月12日所簽訂的「台美對等貿易協定（ART）」，也將學名藥納入豁免對等關稅之項目當中。不過，後來因為美國最高法院判決IEEPA課徵之對等關稅失效，美方目前正依第301條款重建法律基礎，因此ART尚未正式生效；未來台美雙方仍將保持密切聯繫，我方也會積極因應美方301調查，以鞏固既有談判成果。 台美經貿工作小組表示，針對少部分輸美專利藥品，我方將援引美方行政命令中關於投資回流之優惠機制，說明我國業者已在美規劃設廠之具體進度與時間表。此外，美方在此則行政命令中亦表示，將於一年內檢討學名藥豁免的存續，我方將持續與美方積極溝通，爭取我優惠待遇。延伸閱讀：伊首度擊落中製「翼龍II」無人機! 海灣國家首次直接參戰曝光(影) 美伊密談代表也被炸傷! 伊外長怒秀連6拒接盧比歐來電 多高層再遭「連環斬首」美在中東13基地已癱瘓? 「這3國」挨轟特別兇猛 伊3波段攻擊殺傷力大自開戰以來單日最大量! 伊朗釋善意 荷姆茲海峽放行400萬桶原油(影) 真要把伊朗打回石器時代! 轟炸加猛 德黑蘭大橋遭毀、地下設施也大爆炸謝步智觀點》誰是伊朗「話事人」? 高層分裂 軍事指揮斷鏈 川普竟還「這樣說」....

澎湖「大進滿8號」遭中國海警扣押! 關閉AIS疑涉非法賣油 船員接受偵訊
Newtalk新聞 澎湖籍漁船「大進滿 8 號」日前出海後失聯，後續被發現在中國廈門灣，並遭中國海警扣押。據了解，該船疑似涉及非法售油給中國漁船，目前船上 7 名成員均在接受偵訊。「大進滿 8 號」於前年 5 月才舉行下水典禮，3 月 24 日自澎湖竹灣漁港出海，船上共有 3 名台籍船員與 4 名印尼籍漁工。船隻自馬公漁港報關出港後不久，即關閉自動識別系統（AIS），呈現失聯狀態。隔日重新開啟 AIS 後，被發現在中國廈門灣漳州港海域，並持續滯留至今。 梁文傑表示：「目前其實人船確實在那邊（中國），那目前是接受偵訊之中。」陸委會指出，已透過兩岸既有司法互助機制聯繫中方，要求說明事件始末及查扣原因，並希望依共打協議通報人身自由限制情況，但陸方尚未回應。據了解，該船疑因貪圖油價差鋌而走險，涉嫌非法販售燃油給中國籍漁船，因而遭中國海警船攔截扣押。對此，澎湖海峽兩岸交流協會理事長陳雙全表示：「船長及船員，一切是平安。」 中國國台辦僅回應，相關部門正在核實情況。事實上，2024 年澎湖籍漁船「大進滿 88 號」也曾因違規遭中國海警扣押長達 4 個多月，最終繳清罰款後才獲釋，當時前往會合的正是「大進滿 8 號」。針對本次事件，漁業署表示，若非法售油情事查證屬實，將依《漁業法》最重處分撤銷漁業執照，並追繳相關補貼款。整起事件除涉及漁業管理問題，也再度凸顯兩岸海域執法與通報機制的落差。延伸閱讀：美在中東13基地已癱瘓? 「這3國」挨轟特別兇猛 伊3波段攻擊殺傷力大自開戰以來單日最大量! …
