川普管警局又派兵 華府市長遭「突襲」居民意見分歧
Newtalk新聞 川普將派國民兵進駐華府，並接管當地警局，以降低犯罪率。華府市長今天開記者會對此表示毫無所悉，民眾正反意見不一，有人氣到直衝白宮前抗議，有人早看不慣華府治安，認為國民兵進駐有理。 美國總統川普（Donald Trump）今天宣布，將派遣國民兵（National Guard）進駐首都華盛頓特區，及將華府警察部門納入聯邦管轄，以降低犯罪率並解決市內遊民問題。 華府特區市長鮑賽（Muriel Bowser）隨後在記者會上表示，她週末與白宮進行「一次簡短通話」，確實談到動員國民兵，因此原以為川普今天宣布的內容只與此有關，沒想到會直接接管特區都會區警察局（Metropolitan Police Service）。 想到800名國民兵在街頭巡邏，史諾（Snow）及史密斯（Smith）這2位在華府土身土長的居民極度不滿，火速自製「不要國民兵」海報到白宮前抗議。不願面對鏡頭也不願具名的波蘭留學生則表示，他住的社區滿是大麻味，治安更是堪慮，支持川普派駐國民兵。 40歲的會計史諾下午對中央社說，國民兵反而讓居民陷入危險，尤其是對於非白人居民，這也讓遊民面臨風險。 「他們（政府）完全沒有告訴任何人，打算把街上的遊民帶到哪裡去，這非常令人擔憂；我們在這裡其實感到安全，根本沒有必要讓國民兵進駐」，史諾說。 對於挺國民兵入華府的意見，史諾認為，「這些人應該多看看事實」。華府的犯罪率其實比去年夏天下降26%，這是很大的降幅。華府也有特勤局、都會區警察局、公園警察（United States Park Police），居民絕對安全。 社福志工史密斯同樣認為，華府已經有足夠警力可保護居民安全，且國民兵不該被部署來對付自家公民。如果有人因為遊民問題而覺得治安差，「那我們應該解決的是遊民危機，而不是懲罰無家可歸者」。 她說，根本解決遊民問題之道在於提供更容易獲得的心理健康服務，並確保人們有低收入住宅的選項。 根據公開數據，華府警方今年逮捕約900名未成年人，比去年同期減少將近20%。其中約200件指控與暴力犯罪有關，40多件涉及劫車。今年夏天，華府官員為因應在社群媒體上轉發的大規模群毆事件，也對青少年實施更嚴格的宵禁規定。 而正是這波宵禁規定，讓住在華府西北區蕭奧（Shaw）的波蘭留學生大感不安，「治安要多差才需要祭出宵禁令呢」？他表示，每天不到下午4時，街區就瀰漫大麻味，夜間青少年的喧鬧聲更讓他難以入睡，投訴房東無效，已要求提前解除租約。 國民兵是美國唯一一個既可由州長也可由總統調動的軍事單位，起源可追溯至17世紀美洲殖民地時期的地方民兵組織，歷史甚至比美國建國還要悠久。國民兵職責多元，包括國內救災與安全保障、國土防衛與防止內亂，同時作為美軍海外部署的後備力量。 總統下令在國內部署國民兵並非新鮮事，川普6月即要求加州國民兵挺進美國第2大城洛杉磯，因應城市街頭「目無法紀的狀態」，以協助平息美國移民部門掃蕩非法移民引發的抗議。 聯邦政府接管華府警局方面，川普援引「華盛頓特區自治法案」（DC Home Rule Act）第740條規定：總統可接管警察48小時以上，但如果要超過30天，必須獲得參、眾兩院投票同意。 川普今天致函眾議院監督委員會（House Oversight Committee）說明，他這些行動的目的是「維護國家首都的法律與秩序，保護聯邦建築、國家紀念碑及其他聯邦財產，並確保聯邦政府有序運作所需的條件」。延伸閱讀： 成立上市公司 …
